My guess is that it's a stolen rental car that someone abandoned. I'm basing this guess off of my observations that rental cars frequently have Texas plates for some reason.
I like that taking & posting pictures of an abandoned car is your method of proving your sanity.
Is that the thing from 'Men in Black'?
